The strategy 2008-2012 of the Ministry of Health

The strategy 2008-2012 of the Ministry of Health aims to ensure equity in the provision of care between regions and between urban and rural areas and to facilitate access to care for the poor and especially for the rural population . This strategy, whose main axes were presented Thursday in Rabat, by the Minister of Health, Mrs Yasmina Baddou during a national symposium under the theme "Together for the right to health", also aims to make it citizen confidence in the health care system by improving the reception, information, emergencies, cleanliness and availability of medicines, as well as reducing the cost of health care and medicines. She also aims to moralize the health sector, and strengthen the eve safety, reducing the share borne by households in health funding to less than 25% by 2015 and take complete supports long-term illnesses. The strategy on the other hand to reduce the maternal mortality rate of 50 deaths per 100,000 and the infant mortality rate to 15 deaths per 1,000 in 2012, and to have a public health service and competitive performance ( hospitalization rates to 5% of the population by 2012). Achieving these objectives requires, according to the ministry, a strategic repositioning the role of the State to a dissociation between the business of providing services and financing and insurance. The strategy focuses on four areas that focus on the strategic repositioning of the various stakeholders in the health system in Morocco, notably by the creation of several government agencies autonomous management of hospitals with the introduction of a system of vertical equalization horizontal or allowing them a financial balance while carrying out their public service mission and the requirements of national solidarity which involves refocusing of the role of the ministry of health on regulatory activities, planning, control and health monitoring. This repositioning also requires the establishment of a strategic partnership with the private sector based on the participatory approach and another with NGOs which reflects their dynamism and strength of their proposal. The second aspect relates to a made available to the citizens of a care package available in sufficient quantity, quality and equitably distributed throughout the territory through the upgrading of hospitals, the establishment of a Medicines concerted policy, a systematic and effective coordination between all the health institutions, the introduction of the health card, a human resources policy based on the strengthening and development of skills and the establishment of the system of medical assistance (Ramed) and its generalization. The third area focuses on the introduction of strategic planning in the medium and long term by establishing national plans specific and targeted, whereas the latter is based on prevention, safety and health monitoring. The development of this strategy has taken into consideration the major achievements of the Moroccan health system (the provision of care, human resources, finance, health products and health security) and its dysfunctions. The work of the symposium initiated by the Ministry of Health, and whose opening session was chaired by Prime Minister, Abbas El Fassi, will be conducted in thematic workshops on "Reform of the national health system, transparency and good governance, politics of drugs, public / private partnership, partnership with NGOs, the fight against maternal and infant mortality and care of long-term illnesses.
