The difficulties in the health sector due to shortcomings in management
The challenges of the health sector in Morocco is most recorded by shortcomings in the management and by the volume of funds allocated to this sector, said the Minister of Health, Mrs Yasmina Baddou. In an interview + daily Al Ahdat Al Maghribia +, released Monday, Ms. Baddou said that the main difficulty lies in the management, noting that this problem has nothing to do with the department's budget which, according to the Minister, ' is not a low budget (8 billion DH) since coming in fourth place after those of the Ministries of Defence, Interior and National Education. After recalling the efforts of the Department of Health in recent years (the construction and equipping of new hospitals, rehabilitation of existing ones and adoption programs for combating and prevention of diseases), the minister spoke of the difficulties Moroccan citizen suffers as shown at the reception and medical care, equipment for emergency services and management of pharmaceuticals. Ms. Baddou also reflect the difficulty of the poor and especially of the rural population to have access to health care services, and the inequitable distribution of these services, both territorial and medical. Referring to the shortage of human resources in hospitals, the phenomena of corruption and absenteeism, the Minister said that these problems are caused by management style adopted in the health sector over the amount of loans granted or posts d employment available and that the ministry is able to transcend these problems and restore citizens' confidence in public medicine. Ms. Baddou recalled, in this regard, that the Department of Health has adopted a strategy 2008-2012, which aims to ensure equity in the provision of care between regions and between urban and rural areas and to facilitate the access to care for the poorest, particularly in rural areas. The strategy on the other hand to reduce the maternal mortality rate of 50 deaths per 100,000 and the infant mortality rate to 15 deaths per 1,000 in 2012, and to have a public health service and competitive performance ( hospitalisation rate at 5 pc of the population by 2012).
